The flash doesn't run at 300 mph. He runs faster than the speed of light. The officer should have said that "I caught you going some where in the range of 670,616,629 mph". At least that would have been comical and accurate.

I know this is just a comedy vid but... There's no way the cop would have seen him, the only speedster to run that slow was Jay, but that's because he was the fastest human alive, he didn't really have super speed. To a speedster, time literally stops. I'm a huge fan of The Flash, the only people that find this funny are people who don't really know much about the flash.
